Can not register the handset

I can not register any handset to the base since I deregister all of 4. I can not find the troubleshooting from the user guide. who can help me to solve the problem?...

Cordless Motorola ME 4052

This telephone usullay gets crazy.When I start talking the other cordless starts ringing with no reason.Everything is preceded by 3 beeps.Pleas Help...
